CBDT panel seeks public suggestions to unearth black money

Bangalore: With government under pressure to deal with the menace of black money, a high level panel decided to seek suggestions directly from the public to strengthen the laws to unearth the unaccounted wealth.


“Everybody should get a chance to give his or her views on this (black money) issue,” a senior finance ministry official privy to the development said after the first meeting of the panel, headed by CBDT Chairman Prakash Chandra.

The panel decided to create a web-based platform to seek comments from all stakeholders, including experts, bankers, industry and the general public.


At the meeting, the participating wings of the Government were asked to review the laws being enforced by them and suggest changes required to “curb the generation of black money, its transfer abroad and recovery”, the official said.
The meeting was held against the backdrop of the government facing flak from civil society and opposition for not doing enough to deal with the menace of black money.

The committee, consisting senior officials from the CBDT, Enforcement Directorate, Directorate of Revenue Intelligence, Currency unit and financial intelligence department, would submit its report in six months.

The legislations enforced by these wings of the finance ministry, including Foreign Exchange Management Act (FEMA), Prevention of Money Laundering Act (PMLA), Income Tax Act and laws related with customs and excise would be reviewed.


“The panel may also suggest new laws,” the official added. While the exact amount of black money is yet to be ascertained, sources said estimates suggest that 50% of the money in circulation is ”black money”, including ”fake currency.”

The email – bm-feedback@nic.in – has been created on the server of the National Informatics Centre and the public can send their responses on the subject with immediate effect, a senior finance ministry officer said.

The Secret Behind Octopus Paul

Paul the Octopus or Paul Oktopus (hatched in 2008, German: Paul der Krake) is a common octopus living in a tank at a Sea Life Centre in Oberhausen, Germany. The octopus is used as an animal oracle in an attempt to predict the results of football matches, usually international matches in which Germany is playing.

During a divination, the octopus is presented with two boxes. Each contains food, and is marked with the flag of a national football team in an upcoming match, among which he is said to choose his predicted winner. The octopus is reported to have chosen the box with the flag of the winning team in several of Germany’s six Euro 2008 matches, and in each of their first six matches in the 2010 FIFA World Cup. On July 9, when presented with a box with Spanish flag attached to it and another with the Netherlands flag; he ate the mussel in the box with the Spanish flag. That act was interpreted as a prediction that Spain will win the World Cup final on July 11. On the other hand, Mani the Parakeet has a Dutch win over Spain.

Octopus Paul – Early life

Paul was hatched from an egg at the Sea Life Centre in Weymouth, England, then moved to a tank at one of the chain’s centres in Oberhausen, Germany. Paul’s name was taken from the title of a poem by the German children’s writer Boy Lornsen: Der Tintenfisch Paul Oktopus. According to Sea Life’s entertainment director, Daniel Fey, Paul demonstrated intelligence early in life:

There was something about the way he looked at our visitors when they came close to the tank. It was so unusual, so we tried to find out what his special talents were.

The box which Paul opens first (and eats the contents of) is judged to be the predicted winner of the game. Paul was first used as an oracle during UEFA Euro 2008, when he correctly predicted the outcome of 4 out of 6 of Germany’s matches, but failed to predict their defeats by Croatia in the group stage, and by Spain in the championship’s final. Paul’s accurate choices for the 2010 World Cup, broadcast live by German news channel NTV, have endowed him with celebrity status.

Football fans in Spain were rejoicing on Friday after an octopus called Paul predicted their team will win the 2010 FIFA World Cup. Paul the Octopus, who lives in an aquarium in Oberhausen, in western Germany, has so far correctly forecast who will win every World Cup game involving the German side. Paul also predicted that the German team will beat Uruguay in Saturday’s match for third place.

The octopus has become something of a celebrity during the World Cup, as all six of his predictions for Germany’s World Cup games proved accurate. His final prediction, for Sunday’s final between Spain and the Netherlands, was broadcast live on television. The eight-legged sea creature was given two boxes to choose from — one marked with a flag from the Netherlands and another with the flag of Spain. In the end it was the Spanish flag he went for.

Rupert Adams of William Hill, one of Britain’s largest bookmakers, said that the octopus’s success rate is remarkable.

“If you had had ten pounds on each and every prediction then re-invested your winnings you would currently have over 1,450 pounds,” said Adams. “It’s an astonishing feat to get six predictions in a row. I am told people are walking into our shops and saying ‘I will have what the Octopus predicted.'”

But David Spiegelhalter, Professor of the Public Understanding of Risk at the University of Cambridge, was less convinced of the animal’s abilities, pointing out that many other creatures failed to predict the correct outcomes of matches and went unreported.

“It’s like seeing footage of a golfer getting a hole-in-one,” Spiegelhalter said. “We’re not seeing the millions of times the golfer made the shot and it didn’t go in.”

At least one other animal has weighed in on the World Cup final. Mani, a 13 year old parakeet from Singapore, allegedly correctly predicted the results of the four quarter-final matches, and also Spain’s semi-final victory over Germany. The parakeet apparently thinks that the Netherlands will defeat Spain in the final.

Which of the supposed oracles is correct remains to be seen. The final takes place on Sunday in Johannesburg, South Africa.
